Libertarian leaning more moderate than Conservative on most issues, but they are fairly socially liberal but fiscally conservative

Houston is not libertarian. Houston proper is quite liberal which is why Obama won here in Houston and Harris country. Once you get out of the city to the suburbs and the rural areas it does become quite conservative.
