I am told that the international driver's license is valid in Houston, maybe even for a year, but the cops don't always know that. I work with international students and that's what we tell them. When I came here from Scotland in 1989, I had to take a theory test, which incidentally I failed, and a road test, which I passed. I had taken a driving test in Iowa City previously and I failed the road test the first time. I think I went too slow and didn't come to a complete stop at stop signs. There is no such thing as slow down and keep going here. I recommend your getting the driving manual and learning the rules. You could take a few lessons with an approved driving instructor too. The tricky thing is that you need a car to take the test and it has to have insurance; so you can get the car etc and drive on the international license to begin with and then get some lessons etc and take the test.
