Had the oil tank removed in the basement which revealed these metal strips in the wall. They were not attached to the oil tank.

Any ideas?

Perhaps the oil tank which was just removed is not the original and these straps were affixed to what was the original?

Did the house have coal before it had oil?

We have some weird metal sticking out of our sandstone walls. I just asked my husband if he knew why they were there. He said there used to be a shelf there. Apparently the metal was used to hold up the shelf. I have no idea what your metal was used for. Living in an old house, I've learned that people did head-scratching things with meta. When we tore up our flooring, we discovered the original floor had been repaired with small pieces of sheet metal everywhere.

All possibilities: we have definitely found all sorts of home 'fixes' here, the oil tank was not the original and there is evidence that coal was used before.

Just want to cut them off and didn't want to destroy something that might be important.

Get a 4" grinder with a zip disk and they'll be in the garbage can before you know it. Mix up some Fixall and patch wall and call it a day. It's kind of a hazard right now.
