Actually there are products that contains biocide that are meant to be painted on problem areas like this, after the visible mold has been treated. Sorry the name of the product escaped me. I'd think if OP takea the effort, might as well use the proper stuff instead of regular spray paint over the mold.

What's the condition of the wood at the top of your red line (outside & in attic)? Is there a downspout on that side?

Because of our heavy rains this summer, most inspectors are finding mold in the crawl spaces around here. (I'm down in Chester.) Agree with everything already said... Redirect the water and have it cleaned. Your Realtor should be able to provide you with contractors or you can ask to have the sellers handle the remediation if you are still in negotiations on the home inspection.

Thanks for all the replies. I figure a cleaning and putting in a drain along the wall that had some water would be the best. We are also redoing the stone steps that allowed the water in. Putting some aluminum flashing under the vinyl siding that goes below the the wood of the sill plate.
