I was on the tenth floor of a building today. The windows did not have bug screens. The windows were wide open. No insects flew in the minute or two I was up there. I asked and found out that since insects don't fly that high bug screens aren't necessary. Is that really true?

No. How did you get up to the 10th floor. Bugs can travel that way too.

It was a studio/office with a door. The windows were wide open. No bugs at all/no insect traps.

If I open my second floor windows (which have bug screens), then small mosquitos and flies do still get in!

Bugs can travel up the stair wells, the elevators, in/on suitcases, in/on baggage, clothes, numerous way to get up to the higher floors. Any open door/window will allow bugs to enter.
Do you have a bug phobia?

I've seen wasps build nests in very high locations, Atop the Citrus tower in Fla comes to mind.

I'd be less worried about the occasional fly and more worried about the things that will crawl all the way up there anyway, like roaches, ants, etc.

I have been told that also and, what with scarcity of insects that high, perhaps screens are not necessary but insects do get that high. I was on the 28th floor of a local hotel - a restaurant - a few weeks ago and saw an insect outside the window. Not a window that could be opened, I promise, just for viewing the city. I forget now what it was but a common insect. I mentioned it to a passing waiter. He said they come that high all the time.

You see, they crawl. While not at all that high, even squirrels can crawl up brick. I have watched them do it. So, if your little insect didn't fly that high, he simply crawled. Or, maybe he was blown there by a strong wind. Poor baby! :-)

Then can't find their way back out. Geese nest atop tall buildings but we know how high they can fly. Then, there are the bats. I thought bats preferred dark but maybe they can't find that in cities. A bank building in Kansas City had a raft of them on the outside of the building. I don't remember how high but it was high - a grand view into far distance from where I was at a meeting.
