It doesn't have a lot of mindshare in the big box stores and such but Toto seems to get a lot of pro recs. My dad put a Toto Drake in recently, he likes it. If I had it to do over again I would get one as well. Instead we have an Eljer Titan that was put in probably 5 years ago. It's okay, apparently somewhat of a knockoff of the Toto Drake design but not made quite as well. Still have to be a little bit more cautious than I expected if you don't want it to plug. Not as bad as the el-cheapo special that it replaced though. (That one was put in under the stupid homeowner warranty because the original toilet had a cracked tank. )
These newer low flow commodes work best with a 3" sewer pipe. Those sewer systems around here that were installed pre-1990's are 4". The issue is having enough water flow in the pipe to raise the water level high enough to carry the solids to the street or septic tank. Otherwise, clogs are common for the folks that convert with older homes. The fix is to run more water or flush several times but that defeats the purpose of a low flow commode. If you have the 3" sewer pipe, the Champion 4 is about as good as one gets. Measure the seat height of your current commode. The Champion 4 will probably be higher. I have the Champion 4 in my house and works great so far. Might also look at the cleaning of the Champion 4. You cannot use any acid based cleaners like the old porcelain. There is a coating on the bowl that doesn't let much stick to it. All we use is a sanitizer and very little scrubbing has ever been necessary. Gotta love the self closing lid/seat too.
It ain't cheap but it will certainly EVACUATE a bowl!

I third the recommendation of the Toto Drake II I have never had to flush mine twice.
Be it allowed or not, is there any adjusetment one can make to the plumbing in the tank to get a larger water voulme flush?
