i had new construction house about 3 months ago. i didnt pay attention to this and also forgot to ask my construction manager.
anyway, what is this for, it's in my master bedroom toilet?

i dont notice anything happens when i press the ON button.

First guess:
Exhaust fan?
The good ones have the fan at the roofline, not in the bathroom, and you almost can't even tell they are running.

Do you have stone or ceramic tile floors? Could be heated flooring.

i do have have exhaust fan at my roof but i was told it turns ON and OFF automatically if attic reach certain temprature.
if you are talking about exhaust fan for my toilet, i have a separate switch for that right next to the light switch.

i also notice that particular swith in the picture is always OFF. even if i press the ON button, after i remove my finger it will return to OFF.

NO, i dont think i have heated floor. i do have tiles though. or maybe i do.

A GFI outlet?
A cover for existing plate no longer used?
Does the On/Off switch work in tandem with a switch on the wall?

You have a vent for the toilet? Lucky you, we just use the window . . . .

Do you have a whirlpool tub?? Might be the GFCI for the tub.

It looks to be a GFI switch that contols some electrical appliance in the room. That little dark window on the right should have either a green or red light showing. If not then it may not be connected to anything and waiting for a future electrical hookup. The test would be to turn on the on switch and see what happens.

I think your best bet would be to contact the construction manager,if possible and ask him...
We can second-guess all day long and come up with as many ideas as persons answering the thread...if not the construction guy then maybe an electrician friend or neighbor...
I'm leaning towards a Ground Fault Circuit Interruptor (GFCI) of some kind...
Good luck, hope you can figure it out...keep us posted, we're curious too...
