another thing is the water in the tank may be getting cooler as it sits overnight and is just about to kick on the flame to get it hot again but she starts her shower before the reheat could happen. This happens to me when I wake up early in the winters. I sometimes will wash the animal bowls out using only the hot water first thing. This purges all the cold water in the lines and uses up about 10 or so gallons of the hot water, just enough to cause the water heater to kick on with the replenished cold street water and stay on until the tank is nice and hot.
Use the delay commonly found on dishwashers. Set for 6 hours, when you go to bed at 11, then when you get up at 6, it will have just been recharged +/-.
My gas heater has a dial on it that regulates the temperature. Just turn it up to "Very Hot" (scalding). Give your wife a warning that the water will be very hot and to watch out. .

They make mixing valves for a situation like that, it will mix cold water with the hot to lower the temperature.
tankless electric only saves 5%, gas is a different story.
Saving is nto the issue. THe problem is that they run out of hot water. With tankless you never run out of hot water. She can shower for five hours and he will still have all the hot water he needs. Tankless is nto a net savings, or at least not for a very long time. It is a luxury

Most showers have anti-scald devices built into them so that it canot squirt out dangerously hot water. However sinks do not.

Thats ironic your name is underpsi, because if the house has low water pressure(or high for that matter), then that throws your calculations right off. Also how do you know that the OP doesnt have low flow heads? Some are 1.6gpm , some are even lower. Not to mention recovery rates on w/h's can vary, etc. It's just not cut and dry, some things need to be seen in person to be certain.

A low flow restricted head delivers 2.5 gal/min. A luxury head 8 gal/min. Most older shower heads are 5 gal/min= 10 minutes. End of answer ot silly question.
OP can get a shower head that delivers 1.5 gal/min, but they won't like it.
Better solution is to gang the water heater with another cheapo 30 gal.
I don't know a soul who spends 25 minutes in the shower....
