Mike Babcock recently said the size of the goal needed to be larger to increase scoring.
I, on the the other hand, believe the NHL should get rid of the blue line on PPs. That would also help increase scoring. I never understood why the offensive team on the PP should be restricted by the blue line. Let those guys attack without having to worry about keeping the puck in the zone. Plus, that would make taking penalties a little bit more punitive.
B) why would you move the Jets, Preds and/or Devils? All are successful.
Mentioning the Devils, it's weird that hockey is the one sport of the four majors with 3 teams (Rangers, Islanders and Devils) in one market (New York City). The only reason I would see any team leaving the NYC area is if owners or the league feel there are too many teams in one market.

As they should... Or at LEAST reduce the size of goalie pads.
Just because there are 3 teams in the NYC market doesn't mean it's a good idea. I'm an Isles fan, but the Varclay's arena is the worst for viewing a hockey game, the Devils lose money every year and the attendance figures for both these teams are putrid. It tells you something.
