French is a very useful language to learn. If you cannot find a good speaker in your area to practice with, you can seek it online for very cheap.
If you live in a big city, you can go to Meetup.com and find other people who want to learn French. If you live out remotely, the Internet itself is a bountiful resource.
There are so many free online resources. Your best bet to learn the speaking is to play podcasts, and radio as often as possible while you are at your computer. This allows you to soak up the language by audio learning.
You can find plenty of books to learn it from. If you are on a budget, go to a used bookstore and buy up some French books there. Or buy online.
I've never used Rosetta Stone, so cannot comment there. Study it daily. I think one hour to set aside is a good idea.
Find a girlfriend who speaks french. It may result in higher cost but definitely more entertaining.
