OP is talking about managed care Medicaid in NY, not long term care insurance. Person is already dual eligible as per the post. NY has been putting Medicaid recipients on managed care to save money. THe LTC plans OP is referring to is managed care companies that offer long term home health care coverage designed specifically to keep people out of nursing homes.

Medicare does not cover long term care so any supplement/advantage plan you purchase from a regular health insurance company will not cover long term either.
