I think mine would be fairly close to the actual numbers for overseas visitors. 2014 numbers from the Dept of Commerce:

10. New Jersey (Assuming a large chunk of this is people flying in to Newark to go to NYC).

Louisiana (New Orleans Only)
Florida (Miami & Orlando)
Washington DC
California (SF Bay only and MAYBE Los Angeles)
Nevada (Las Vegas...overrated but might be worth checking out)
The rest would basically be Texas for all I care..

In general I am surprised more people aren't listing the West. I would think that a tourist would rather see the Grand Canyon and other Southwestern landscapes than nearly all the cities.

Agreed. I noticed that the OP missed Nevada and Hawaii which are two states that have economies based on tourism.
Regarding the Grand Canyon, it’s as international as anywhere in the US. Many different accents and languages being spoken. In total numbers though it may not be as high as others.
This is a wish list in order of what I'd want to see most, not necessarily how I'd plan a trip. Practically speaking, time and geography would change it a bit. For example, If I fly into NYC and have 2 weeks, I'll likely check off NYC, DC, maybe Niagara Falls, maybe Boston and maybe include Philadelphia, the Jersey Shore, or Long Island instead of trying to check off the rest of the wish list.
1) New York (NYC, maybe Niagara Falls)
2) California (SF, LA, Redwoods, Yosemite)
3) Florida (Miami Beach, Disney)
4) Washington, D.C.
5) Nevada/Arizona (Vegas, side trip to Grand Canyon)
6) Hawaii
7) Illinois (Chicago)
8) Montana or Wyoming (Yellowstone and/or Glacier NP or Teton NP)
9) Alaska (Various sites - generally for the wildrerness)
10) Massachusetts (Boston, maybe Cape Cod/Islands)
To be truthful, Texas’ main attractions like San Antonio, Fort Worth Stockyards, Big Bend, South Padre Island, the Johnson Space Center (NASA) are pretty widespread. The rest of them are kinda meh.
