I say Georgia outside of Buckhead and Midtown. Downtown Atlanta is the modern day version of a big southern city downtown.
How so? I really see no point in separating downtown from the rest of the city when it comes to this. Plus downtown is less modern than Midtown and Buckhead and much more historic anyway.

And that's why you separate downtown. Unlike Buckhead and Midtown,downtown still has its southern culture.

HUH?! What is "southern" about Downtown Atlanta? Unless you mean "black?"
PS -- The presence of MARTA subway lines downtown makes it anything BUT typically southern. Massive sports arenas, huge convention hotels, etc. as well.
Yeah Atlanta is as about as unsouthern as it gets as far as I'm concerned unless you're talking about southern hip hop. Even Cincinnati and Pittsburgh feel a lot more southern than Atlanta.
Raleigh, durham, new orleans, charlotte don't feel that southern either.

I'm sorry, I don't see what you're getting at at all. There's nothing particularly culturally Southern about downtown. Its largest population base is GSU students and it's the major tourist hub of the region. Most of the restaurants are chains or diners. Government employees, college students, and tourists/conventioneers (and, unfortunately, a visible population of panhandlers and vagrants) don't exactly scream "Southern"--or Northern or Western for that matter--to me. You're going to have to explain yourself on that one.
