Sacramento - underrated because it sits in the same state as SF, LA and SD.

Oakland - because it is across the bay from SF.

San Jose - because it is located 45 minutes due south of SF.

Essentially San Francisco is the overachieving older sister that bashes down its siblings and leaves them with low self esteem.

1. Pittsburgh - severely underrated!
2. Richmond, VA - smaller, but lots of great urban neighborhoods
3. Buffalo - great food, good nightlife and some nice neighborhoods

There are certainly more, but this is my short list.
