Word of wisdom from someone that has lived in Kentucky all their life - Avoid Franklin County and Shelby County. Racist Judges, State Police and County Police - I am in inter-racial relationship and it has been real eye opener. Racism is not just in those two counties either - we recently had a racial related hanging of a black man in another county. Scarey the amount of ignorance in this state. I am glad I bought my house in Louisville, Jefferson County. You may want to reconsider moving to Kentucky - google "racism in Kentucky" you will change your mind.
I would highly recommend Berea, KY. It's about 35 minutes south of Lexington in the foothills of the Appalachians. The city is among the fastest growing in KY, so the economy in healthy but it has retained its character. There's an Old Town with unique shops/restaurants and a beautifully restored town square. The city is home to Berea College which is the center for Appalachian Arts and Crafts and there are literally a ton of local galleries.

Of course there are some racists, just like everywhere else in the country, no different.
Tennessee has a lower over-all tax burden than Kentucky. According to the Tax Foundation, when all taxes (local, state, and federal) are combined, Kentucky has the 25th highest tax burden in the country, Tennessee is 44th.
There are several places in Tennessee I would recommend:
Jefferson City - pop. 8000, located between two large lakes, 30 minutes outside of Knoxville Jonesborough - pop. 5000, Tennessee's most historic town, 10 minutes from Johnson City Kingston - pop. 6000, located on a large lake, 20 minutes outside of Knoxville Soddy-Daisy - pop. 10,000, located on a large lake, 10 minutes outside of Chattanooga
Each of those towns is nestled in mountains and within close proximity to a much larger city.
I have heard some Tennessee people do that. The sales tax there is ridiculous when compared to Kentucky's sales tax.
Christmas is always more expensive when I visit my in-laws in Tennessee for Thanksgiving. I do a lot of shopping on Black Friday, and it's more expensive shopping in Tenn.
A few places in both Kentucky and Tennessee.
1) Corbin KY...close to the mountains, and also pretty close to Lake Cumberland.
2) Rutledge, TN...close to Jefferson City, already mentioned. Very close to Cherokee Lake, and more rural than Jefferson City. This is where my in-laws live.
3) Cumberland Gap/Harrogate TN. This is right on the Kentucky/Tennessee border. Good sized shopping area in Middleboro, KY. Adjacent to the Cumberland Gap National Park. The view from top of the mountain is breathtaking. Oh, and you're also close to Norris Lake, TN.
