Lots of places have a good amount of homeless people but it appears that in places like San Fran and Portland they are a different breed. They seem to be much more aggressive and downright nasty if you don't give up money to them.... on a large scale.

Weather probably has a lot to do with why SanFran is somewhat of a homeless mecca. Its never too hot and never too cold, perfect conditions to be homeless in.
