None of those cities are that bad. San Francisco takes the cake, followed by San Diego.

Of the cities listed, I'd probably say Philly from process of elimination.

New York, Washington, and Boston try to hide the homeless from the tourist traps.

Chicago is too cold.

Baltimore is too poor.

Detroit is too poor and with too few pedestrians to which to beg.

Agreed. In my experience west coast cities are the worst. Seattle is bad too as is Portland, Or.

I would tend to agree, too. In Portland, hordes of homeless people (and their garbage) live in bushes along the sides of freeways. Never seen anything like it before. I imagine it's even worse in San Francisco.

West Coast cities have bad situations because sympathetic liberal city governments and mild winters are a bad combination for attracting the homeless. Also places like Nevada will ship their homeless and mentally ill out of state with a bus ticket to California or Oregon. Greyhound therapy, they call it...

New York under Bloomberg actually would pay for airline tickets to ship them somewhere else(cheaper than paying for shelter space). http://www.nytimes.com/2009/07/29/ny.../29oneway.html

Hawaii wanted to do the same thing with a lot of their homeless, send them back to the mainland.
