You will be ok moving the lilac in the fall, before the ground freezes, but after the growing season is done. I would move the roses now, while they still have time to recover from the transplant shock and adjust to their new home before cold weather hits. (Not sure where you are, that advice could change, if you are not in heavy winter area). Just remember to dig twice as large a hole for the roses and put some nice organic mix in the hole with them. Also good to use a root stimulator for the first week or two.
