Not sure. Looks like the main difference is that one is an isolated town (PS) and the other is not (FC). Population of 2K vs population of 150K. Appear to be 2 very different types of cities/towns. Honestly I have never heard of Pagosa Springs till just now, just my take after visiting the PS website, citydata, and google.
Maybe someone else on the board has...?

Fort Collins is a front range college town. It is also family oriented and less expensive than Pagosa Springs.
