Since you have an 18 month old, I agree West Coast. Clearwater Beach is a good option. There are generally no drop offs in the water, it stays shallow way out in the water, and my kids loved just sitting on the bottom and playing in the water at that age. It is not far from the airport in Tampa. Tampa has a great museum which is close to Busch Gardens. You might even want to check out BG if you have never been. My kids loved that park more than DW, They have a really good kids area in the park. We also love eating in the restaurant overlooking the giraffes.

We were thinking of staying at the Waldorf Astoria - Boca Beach Club. We were going to bring my parents along and rent them a room so they can babysit also.

I think the Ritz-Carlton South Beach would be a better fit. Bigger, more gently sloping beach, and when the grands are babysitting, you'll have innumerable options for your own entertainment. It's right at the end of Lincoln Rd. too. One can spend an entire day strolling through the outdoor mall. The Waldorf is an excellent property, but you go to Boca to hibernate.
