i have always worn rain boots..... love my bright red patent leather raincoat with matching boots and rain hat!!!!!! also have a black patent leather rain coat and black and white polka dotted boots..... come to think on it, i have four pairs of rain boots!!!!! the other two pair i wear out on the farm where i volunteer, one is a generic army green with neato brown leather pull on loops, the other pair are my Beatles Yellow Submarine boots that never fail to get Prince our Rooster really het up .... neither rain nor sleet nor hail nor snow keeps me from my hoe!!!!!!!!
Sounds like in some areas they are functional, in others they're fashionable.
A few people wore them in public in rainy east Hawaii. But they're hot and sweaty in the year-round humid weather, so most people wear slippahs/flip flops or rubber clogs.

no...if LL Bean and such count as rain boots since the hunters wear them, and surveyors, and students (trendy?),
and landscapers, and fishermen, and crossing guards, and my neighbor who paints urban murals for a living.
I live in a coastal rainforest region where we might get 5 months straight of non-stop rain or slushy snow from autumn to spring on any given year, sometimes more. So yeah, all kinds and styles of rain boots/shoes are common footwear for people here, both fashionable and practical, like these:
I wear Lands End all weather waterproof Mocs. Don’t really need boots. Do love wearing a hooded raincoat so I don’t have to carry an umbrella. Makes it fun to walk in the rain.
Someone said no rain boots in San Antonio - except little girls - but I actually see quite a few moms wearing them. The area I live in is heavy on transplants (far north central SA - Stone Oak) so that may influence their popularity compared to other parts of town. It may also be that this is essentially a suburban area, without actually being a suburb, where people feed off trends they see in the neighborhood (local school, church settings) rather than the city at large.
I keep meaning to buy some. We’ve actually had dustings of snow and/or ice the last few years so they come in handy for that as well as rain.
I live in Florida where in the summer we get our daily deluge. While I have a fenced yard I take my dog for a walk once a day after dinner. I have to time it when it's not raining but sometimes I'm forced to do it when it's sprinkling and my feet or sneakers get soaked so I am probably going to buy some rain boots very soon.
There is a long-standing "traditional" rubber/neoprene boot people here wear everywhere whether it happens to be raining or not...
Xtratuff's are a common footwear choice in this part of Alaska because it's raining more often than not.
