It's a slightly southern thing. I see a lot more grown men wearing it in the South. And it doesn't look bad especially if they keep it up and are thinner.

It is definitely more a southern thing in modern times (or fratty at least in other areas).

I live in Dallas though and do not see this often other than on preppy teenagers.

I literally never see it (near Dallas myself). Haven't seen it since about 2010, and then it was on teens.
