She wants to wear her hair down and curled (long).
How to accessorize? Should she wear a necklace with this understated illusion neckline?
I am thinking she should wear a silver metallic shoe (low heel for dancing) but not a flat. She doesn't wear high heels, and I am not keen on an open toe because she will be dancing.
She likes my shoe idea, but I am wondering more about jewelry. Pearls?

Or a cute crystal clip in the hair. One of these, not both. No pearls, too matronly.
This high neckline is designed to show off the neck with an updo. When the hair is down, it may be better to pull back hair, such as in princess style.

that dress is going to look best with an updo of some sort, but no necklace. Maybe she could do a riff on Ariana Grande's high ponytail look? Long earrings with some sparkle and a cuff bracelet or lots of skinny metallic bangles. Because of the chiffon, I wouldn't go with a beaded bag b/c it will catch on the fabric and cause pulls. It is always nice to invoke an "anonymous committee" when dealing with a thirteen year old. If this was for myself, I would have no problem, but I am working with a young teenager...
I was very delighted that she did not go after some of the glitzy, tacky too-much-skin and cleavage things that are out there in the stores being marketed to young girls now.
The event is black tie formal, so the dress had to be floor-length. She is tall and athletic, and already looks older than she is, so finding an age-appropriate dress in the juniors department was nearly impossible in her size. She usually has to shop in the ladies' department.
I shared some of your suggestions with her before school this morning, and she is now considering wearing her hair up. Yay!
And I agree that the earrings should not be too big or long and dangling.

how about some simple silver hoop earrings and her hair pulled back in a top ponytail and a silver clutch bag .
