I don't get it either.... Kind of creepy... They also do that one foot over the other..what's THAT about?
The "one foot over the other" creates an image of slim/shapeliness. From the front, your hips would be the same width, but would appear to narrow as you look downward.
The pigeon-toed stance is supposed to create an illusion of youthfulness/innocence, an image that is highly prized amongst women, especially in the fashion industry. You'll notice that many in that stance will have their hands behind their back, head possibly down or eyes possibly up (like a child in trouble).
Pretty simple really. With the leg turned inward, the calf is displayed and one can more readily see the shape of the leg. The alternative to that is to strike the pose from the side to outline the leg.
Then as someone else said, it creates a wavy shape from hear to toe. It only looks dumb when someone doesn't know how to do it right. Girls do it from the time they first try on their mother's shoes.
Someone will always be critical of how others look, dress or stand. Oh well.
I kind of thought this look started with Twiggy, but I could not find any such poses by her. Great gams though.:-)
