You had better put an age limit on this as most elderly women would be that short. Women usually lose from three to five inches in height. It seems as if the taller they are, the more they lose.
We would include all adult ages because the concept is not to discriminate against anyone but since littleness is a theme, we would have to discriminate on size because it's an essential element for the concept

Not disputing there's preference for physical appeal in fashion, and so in this demonstration the contrast of the performers will make the ones commonly voted as prettier look that much prettier in the mix, and so it serves the objective to have no discriminations on any category except height must be under 5 feet.
It would go viral if a fashion show like this were made. I assure you it would. What it would be after would be fundamental definition of cute.
Cute as defined as when something is in some way smaller, littler, or mini-version of something that is authentic sizes (no matter what it may be), tries to emulate that bigger thing really hard but instead sheds light on itself as even more distinguished.
The purpose of the root beer and candy cigars as props is to play on the idea of trying to emulate something big and bad (beer, smokes, guns, tattoos), and it coming out quite differently.
As a short woman, I really want to offer a well-thought-out reply that sparks further discussion and helps this thread become something bigger and badder than it already could be(no irony or needless repetition intended)...but all I can come up with is laughter.
Oh, be nice now to the petite ladies! I've always been on the tall side (5'7"), and I'm jealous when I go shopping because of all the cute petite styles available...and particularly on the sale racks. There is nothing nice left in the average or tall sizes.
