It isn't something a lot of women do. Some do for whatever reason. I notice a lot of older women use eyebrow pencil way too dark.
I hate that too, darker pencil on eyebrows. makes them look older and harder.... I only fill in the ends with a brownish soft pencil.. as Im older now and know what does and doesnt look good... I remember my mother shaving off hers in the early 50s.. she ruined her eyebrows as they never grew in right.. and the hairs werent smooth and flat.. it was some crazy fashion thing to have high arched eyebrows.... Lana Turner the actress is said to have had her shaved off for a part and they never grew back in.... so in her films its all pencil done very well by makeup artists...Ive always had high arched brows , but would never have resorted to shaving them.. horrible ..
I would never shave my eyebrows. However, when I was much younger I did overpluck them for quite some time due to them being very dark and too thick which made me look like Joan Crawford. Sadly, now that I am older, they have thinned out, some didn't grow back and a few turned gray. But I fill them in a natural way with brown pencil and they look pretty good. I wish I could get them to grow - I really only pluck a few strays once in a blue moon.

It's probably regional as well, & not as common now as it was a few years ago. I used to see it a lot along the border, but not as much anymore.

My ex MIL had tattooed eyebrows. I realized a lot of the Russian population, especially older women, do the same. I don't get it, personally, I would rather have bushy natural eyebrows then pencil thin ones. I have blonde hair and my eyebrows are light. When I was younger I'd go to the Korean nail salon and get my eyebrows waxed for $5. Now I only go to hair cuttery or another "regular" salon where they understand what I am saying instead of just nodding. I can't count the times I have needed to let them grow back in. Usually I go two to three months between waxing. Most of the hairs are blonde and invisible to the naked eye anyway.
I think the pencil eyebrows look cheap but that's just one persons opinion.
Its really stupid because u look alien or sick but its for fashion, so they can draw any mood of the day... Im a heavy sweater so my mood would always be runny. Lol
Its ugly and does nothing for anyone..I remember as a little girl seeing women with these horrid eyebrows drawn on hard with a pencil back in the 50s.. it did them no favours... and was fashionable in a much earlier age too.. I have an acquaintance whose wife shaves her eyebrows off and then uses a Sharpie to give them the most ridiculous arch. She's a very pretty woman but those eyebrows are crazy.
It's sad that people ASSume that all women just shave off their eyebrows.
A lot of women suffer from alopecia.
Next time you decide to make fun of someone's looks, take a look in your own mirrors.
I know a woman who had a nervous habit of plucking her eyebrows until they were gone. Therefore she was forced to use eyebrow pencil to draw replacements.
