I might be going to a fundraiser that states the dress code as creative black tie. I have a tentative outfit planned:
sleeveless black dress with ruching and a v-neck. I'll probably pair it with leopard print heels and a bright colored clutch.
It probably is - it's so stupid that people make up things, i.e., "creative black tie" - I guess they are trying to be cute and just want folks to dress up somewhat?

Appropriate?
but this just doesn't sound nice looking at all. Dump the leopard pumps.

Actually, the leopard pumps looked really cute. Much better than black shoes did, or any of my colorful ones. Haven't confirmed a bag yet, but the shoes are a winner.
A black dress is pretty plain for me. The shoes make it a bit more fun. Black Dress + Leopard shoes is a pretty standard combo.
Kim K is about 50/50 fashionwise for me, but this is a typical good look for her.
if the fundraiser is for the arts, beauty or fashion, then be as quirky as you
want to be. if it's more conservative, you might want to be colorful, but not edgy
or wild.
I Googled "creative black tie" and found out it really is a thing. Apparently it's the equivalent of what kids wear to a high school prom: long or short dresses, colored shirts with tuxes, colorful ties, etc.

Creative black time has been around for a VERY VERY long time nothing new.
