Norway, but only 30 or 40 percent are Norwegians. There are many that are French, Spanish (tapas bar) and from elsewhere, generic western europeans. Some could be east med or slavs. A very diverse brasserie, perhaps with many Erasmus students. They must be paying at least 13 for beer.

Black hair is not that common in Ireland by the way. The majority of Irish people have brown hair, blue eyes (many times piercing as you've already said) and are predominantly of pale complexion However, the Irish have the highest ratio of people who combine brown/dark brown/black hair with usually light blue eyes and a fair skin in Europe and the world. Italians, Spaniards, Portuguese, Greeks, Bulgarians may be blonde, blue-eyed, that is true and I in fact am acquainted with people like that. However Southern Europeans are predominantly dark or black-haired, brown-eyed and not pale. Estonians, Latvians and less so Lithuanians are predominantly light-haired, light-eyed, and fair, but differ among one another too. Many Estonians to look like Scandinavians, while Lithuanians look like Slavs (especially the Poles). Overall they look different from other the people of Northern and Western Europe. Slavs are the most diverse European group, depending whether they are in the north/east/south/west and they are also the largest European ethnic group in Europe.
