What it looks like to me, is that they are wrapping up the initial trials on the first butch of people ( whatever their numbers are) by the 3rd of August.
But since the vaccination is not going to go ahead YET, the "3rd stage" ( or whatever stage they consider it to be in Russia) is still ahead.
From what I see here, Russia made a contract with AstraZeneka as well, so their own project ( the development on Russian version of vaccine) and AstraZeneka version go head in head. But Russians use a different platform for creation of their vaccination - the same kind that was used earlier for Ebola.
