Yes, there actually is, as per the Presidential Transition Act of 1963:
"SERVICES AND FACILITIES AUTHORIZED TO BE PROVIDED TO PRESIDENTS-ELECT AND VICE PRESIDENTS-ELECT Sec. 3 (a) The Administrator of General Services, referred to hereafter in this Act as “the Administrator,” is authorized to provide, upon request, to each President-elect and each Vice President-elect, for use in connection with his preparations for the assumption of official duties as President or Vice President necessary services and facilities, including-
(1) Suitable office space appropriately equipped with furniture, furnishings, office machines and equipment, and office supplies as determined by the Administrator, after consultation with the President-elect, the Vice-President elect, or their designee provided for in subsection (e) of this section, at such place or places within the United States as the President-elect or Vice-President-elect shall designate;"
Actually the article DOES say something to that effect:
"Obama has no formal power as far as the existing government is concerned, but he has a lot of informal influence, which President Bush has encouraged,"

I think they trust their readers not to read too far past the headline. They do - often? don't know - balance their news articles, down below the fold. But the headline is pretty snarky, and that's the part most Fox readers take away.

Who doesn't know that for now Obama is operating out of a publicly funded office with a fancy-looking logo on the door? Duh! On the other hand, he is trying, and legitimately so, to communicate some of his plans into political, legal, and economic environments that have been abused by the current President. (For Bush/Cheney's latest stunt, see http://www.sltrib.com/news/ci_10902372 .) Communicating competence and steadiness is a good idea about now.

I can't help but wonder what all the naysayers would be talking about if Obama had just gone to Hawaii on vacation from election to taking office and never opened his mouth about all the challenges facing the people of the U.S.
I think the "office of the President-Elect" sign and the flags and the blue backdrop (a la the Oval Office) is a bit over the top, as I did with the "seal" on his campaign plane, cleverly designed to look like the Presidential seal.
On the other hand....
People in the US are desperately looking for a leader--more so than any other period between election and inauguration. The economy. The war. The terrorist situation. And a gazillion other things. So despite how rinky-dink I think the stupid signs are, they convey a sense of comfort and security and even for this non-Obama supporter during the election, a *feeling* that someone is at the helm of our country and who cares enough to want to do the right thing. I'm just praying he does it!
