Of course that isn't the case. The issue at hand is probably with the Hampton, Newport News and Norfolk portions of the district. It looks like there is no other reason those areas are thrown into the 3rd other than to pack as many Democrats into the 3rd therefore making the surroudning districts more Republican. By packing all those Democrats into the third, especially those specific areas and the way it is cut up, happens to be heavily African American areas, hence the ruling that is is packing.

For crying out loud...did you just discover the concept of redistricting? Democrats do the same thing every chance they get to minimize the conservative white vote.

and you'll find white conservative males on here who'll defend it.

no wonder why nobody except white males votes for the gop these days.
I don't know where you get our idea: what % of married women voted for Romney in 2012? I have a lot of friends and relatives, most are Republicans, not all; some are black I might add and 80% or them vote Republican, even the black females. If only white males vote for Republicans how did the house go Republican in 2010 and how do you explain the number of Republican governors compared to Democrat governors? This is an old message libs, especially racist libs want to convince people of, but it just isn't the case.

Redistricting, king gerrymandering, whatever does happen after every census count and it works in favor of both sides, depending on the year.

The current VA Congressional delegation is made up of 8 Republicans and 3 Democrats despite the fact Virginia is a swing state that is trending more and more Democratic. Only one district (VA-10 which is an open race) is competitive and that district was made more Republican during the last redistricting.

The court basically ruled that the VA Legislature stretched out the Richmond based district far more than it should have in order to pack as many African Americans into the district as possible.

The way I see it, the more populated cities, should be there own district.
The way it is now, cities decide for rural property, that has totally different needs than cities.

Cities aren't really deciding for rural property.

Anyway as far as this specific case, my guess is a new map will likely have little impact on the rest state other than VA-3 and neighboring VA-4. VA-3 likely gets redrawn to become more of a Richmond metro district instead of skipping around and down to Hampton and Norfolk, and becomes more compact.

VA-4, which is currently mostly based in SE VA, but has parts cut out to allow VA-3 to stretch down to Norfolk, and as a result stretches up to parts Richmond. Likely that district becomes more compact as well by taking the parts of southeast VA that are cut out (Norfolk, Hampton,Newport News) in exchange for portions of metro Richmond the district stretches out to cover.
