Is there any particular reason that he is waiting so long to jump in? Perhaps with the oil crash he no longer feels he has a strong Texas economy to run on even though it isn't all his fault?

Yes the ignorants. LOL
Cutting education and funding for elderly and poor healthcare, and making every new highway a tollway do tend to create a surplus, of sorts, but it does not equate to wise governance. Oh and for a little more reality, the State of Texas is run by the Lt Governor and the Governor is more of a figurehead, listen to Perry speak sometime the guy is an idiot.

Rick Perry is the greatest creator jobs the people of the Mexican states of Chihuahua, Coachila, Tamaulipas and Nuevo Leon have ever seen and Texas businesses can't seem to get enough of them through legal channels! Why hire Americans when you can get these guys or gals for a fraction of the price .

Perry is the epitome of cronyism and corruption, IMO. As someone else pointed out, in Texas, the governor is basically a figurehead. The real power comes in the Lt. Governor position. I've lived in Texas all of my life and was happy to see Perry step down.

As far as being a 3rd world state, there are plenty of well paying jobs here. And illegals are in every state, not just Texas.
