There was a time when State employees did not pay social security taxes either because the were covered by a different retirement program than others. I believe that changed in 1985 also when federal employees had to pay social security taxes.
That did not include US military members. US military members did pay federal taxes and social security taxes, but some states exempted military members from state taxes.
