I wonder how he chose which ones to to just shoot instead of driving into the pound. I don't guess a bullet in the head is any more cruel than the ordeal that awaits many dogs destined for the pound but it is the most needlessly cruel thing to do to the people that loved them and could have hoped to be reunited with their pets.

The report says they found remains of only a few animals so maybe it was on that basis such a lenient sentence was handed down.
