check the roof of her mouth under thetounge and the gums (between the gum and the lip) sounds like shes got somethign stuck...if theres nothing there id suspect shes tired to eat a bee or is possibly having some tooth pain.

Put your fingers in and feel for pieces of wood, or anything stuck in her gums. Or she got stung...my dog snaps at wasps, I think most dogs do. You could give your dog ice cubes to help once you've determined nothing is in his/her mouth.

Take her to the Vet ASAP! She could have a pin or anything stuck!

Panting can be a sign of distress or pain. Is this brand new behavior? Is it continual or does he only do it a few minutes, then go to sleep? Is the panting only at night? You may want to consider taking the dog to the vet. I probably would.

If she's been doing this for a while she needs to go to the vet. It sounds like she is in distress or pain. Please take her to vet ASAP.

Could be pain, seizures, another neurological issue, OCD, only your vet can tell.
