I just moved to Denver from New Jersey, where I lost everything in Hurricane Sandy. I'm trying to rebuild my life here.

I am young and have some college. Right now I can't afford to be picky and need a job. Any job.

1) What would be some good starting points for work? Does anyone know anywhere that is hiring?

2) I am currently living in a temporary housing situation, what are some safe yet cheap options for housing?

You need to think bigger.
Do you want to go back to school? What field/industry interests you? Where you you see yourself in the future?

Labor is pretty saturated out here, as in the rest of the country. If you just need work of any sort, try a temp agency or day labor. It's not much, but it's something. If you have any skill as a line cook, that's always a good option. Most restaurants are always looking for good cooks. There's a hostel on 16th ave. that has dorms for $15/night. There are some free county services to assist you in getting a job

workforce centers offer free career counseling and job search services
like another poster said signing up with temp agencies can be a good start
officeteam and appleone are 2 popular ones
denver has lots of transplants-check if there is an alumni club in denver for your east coast college-other ex students might be able to help u get a job
check craigslist and indeed.com for job listing
