I don't currently have a dog, but it doesn't make someone a bad person if they don't like dogs. I don't like all dogs and I don't like all cats.

Wasn’t this in Nevada?

And no, he was not out on bail. You can be a “no show” while in jail.

No doubt he was on drugs as others have pointed out.

*You could only imagine what a homeless person who hasn't slept in 5 days looks like.
If you see someone like that approach, you should be guarded and stay a safe distance from them, let alone engage them in any manner
