"Supposed to" is a complaint or a demand for a promise? Would it have been different if I said "has to"? I still stated only facts, all the rest are your assumptions and perceptions of the facts I stated.

Er , not true. SS and it's various incarnations is a pay-go system.
THERE IS NO TRUST FUND as the IOU's are NOT the same as the bonds issued to China, et al. because they are NON-NEGOTIABLE bits of e-paper and represent the squanditure of the money in times of excess. As SS has gone cash-flow negative in the recent past and will return there permanently pretty soon it will be interesting to see exactly how the shortfalls are handled.
"If you know for a fact then why not turn 'em in? If you are surmising or guessing then I'd say stay quiet but if they've actually admitted they're scamming the system I'd think it's a civic duty to stop it."
Knowing it for a fact and PROVING IT are two entirely different things.. and 'just turn 'em in', really?

If you see someone stealing a truckload of food from the local food bank would you say something? Let's say you recognize the person and know where he lives, would you call the police and give that information to them?
