Depends on what was wrong with the computer to begin with but if it powers up and there is nothing physically wrong with it you should be able to see the files on the drive and copy them. It's really as simple as that if there is nothing wrong with the drive. You don't need any software for that, file recovery software is used to recover files that have been deleted.
You first step here is going to be connecting the drive to see if it works, you can try and do that how I described and it won't cost you anything or you can try some of the easier ways others have suggested that will cost you a few bucks. Either way that is what you need to do first.

If you can't see the drive there is something physically wrong with it. You can try the freezing method I suggested first, if that doesn't work then you need to consider sending it to someone. There is actually a way you can do what they do but I'm not even going to touch that if you have qualms about opening the case.
