I've been in Currituck Co. for almost 11 years and they've been talking about it since before I moved in. Hate to be a skeptic but I'll believe it when I see it. They tried to put in a ferry to Corolla from Currituck (the village not the county) but that got all messed up and will probably never happen. The bridge they've talked about is actually from Grandy to Corolla but like I said don't hold your breath. Public sentiment seems to be tied to one thing--money. Those who stand to make some because of it can't wait and those who don't are opposed (in general).
