Apparently you can if you are old enough by the state laws. The town doesn't mention it being prohibited: Topsail Beach North Carolina > About Topsail Beach > FAQ

are there any restuarants that allow dogs? Guess we would need a restaurant that has an outdoor patio? thanks

I have never seen any dogs in the restaurants we have been to. I'd suggest calling around to a few that have outdoor dining areas. Daddy Mac's, Buddy's Crab House, and Sears Landing are possibles.

Beer is allowed on Topsail Beach, but not bottles.

Best bet for dog friendly dining is Home Port in Topsail Beach, or New York Corner Deli in Surf City. Downtown Wilmington along the river has several dog-friendly restaurants.
