San Diego is illusive, Downtown is very clean and business driven, while south downtown (Petco Park area) is full of poverty and homeless, on the other side of balboa park you have lincoln park and logan ave, considered southeast san diego.. and that place is very ghetto.. other surrounding areas are ghetto also... El Cajon, Oceanside, Escondido, Chula Vista..

San Jose? lol i really doubt it... that is shark city. literally.

Honolulu has alot of poverty from what i hear.

Geeze you sure do a good job on just focusing on just the ghetto areas while leaving out all the other nice areas like Mission Hills, La Jolla, Coronado, and pretty much everything north of the 56 freeway and along the North County coast. The worst parts of SD aren't even that bad compared to many other cities, but it does have dumpy areas like any other metro area.

Don't want to sound flippant, but if I were poor that'd be the place I'd want to be poor in...imagine being hopeless in like Minneapolis!

There is more poverty here than what you'd probably expect. Since this is a totally subjective list, you can put it basically anywhere you want.

Hit the nail on the head! San Jose is about the same as San Diego with the majority being nice and the downtown illusive parts in the East are considered "ghetto".
