Not sure about NYC and Boston, but San Diego and LA have a lot of Japanese immigrants and a lot of cultural influence from there. That's why people in those cities are polite and respectful to one another, and even bow to each other.

Pretty sure the post to which you responded was in jest as we don't actually bow to each other in LA.
Yeah, that does seem to help. But, I would also add fairly strict gun laws and a sizable share of affluent/middle class populations in the city.
