6.2% for D.C....wow. I guess that's what happens when you work for the federal government.
The federal government presence certainly helps but a lot of professions are not directly related to the federal government (indirectly is a different story). DC also has more Black architects and engineers than any other metro.
When you look at the numbers for Atlanta, they're not that impressive. It makes you wonder how it got the title of "Black Mecca". D.C. truly looks like a black mecca when you look at the numbers. Very impressive figures.

This and it also looks like if you are willing to go, out West in relation to their population doesn't do to bad in many of these metrics.

Atlanta draws the educated and uneducated alike. So does NYC (the uneducated are mostly immigrants as opposed to domestic migrants). DC draws mostly educated Blacks.
Atlanta does best DC in some categories. It has more Black visual artists, musicians and dancers if you value that kind of thing.
Not quite BosWash since Philly and Boston don't look so great.
boston is .1% behind nyc (which is about 5 times larger than boston in terms of square mileage and population and about 20 times larger than boston in terms of gdp) ?

It's probably a symptom of being cheap. D.C. is expensive which means only people with good jobs can move there and live comfortably, hence drawing mostly educated blacks.
D.C. also doesn't have that "cool" factor that Atlanta does among the black community. You go there strictly to advance a career. People go to Atlanta in an attempt to better their lives and to enjoy what Atlanta has to offer for blacks.

That's pretty much it in a nutshell. Atlanta has a more well-rounded Black population across a wider variety of fields, and cost of living has a lot to do with it.
But I think in terms of the "cool" factor, DC and Atlanta are somewhat even there.
