Here's one for ya. Basically all I know of the two are what Wikipedia and similar sites provide. Boise is obviously somewhat larger, but I think this is a fair comparison.

Same old criteria;

Weather
Skyline
Cost of Living
Quality of Life
Culture
Restaurants
Nightlife
Public Transport (of which there is to speak)
Urbanity
Schools
Scenery
Amenities
..and anything else I've forgotten.

Let's hope for no flame eh.

Weather:Boise is less cold,and better climate in my opinion.
Skyline:Tie for me...acxtuall, boise has a slight edge...i guess boise
Cost of Living:Im not to sure about this one...but i would imagine Billings is less
Quality of Life:Its a tie.
Culture:Boise is more noticeable.
Restaurants:Boise
Nightlife:Boise defenaintly
Public Transport (of which there is to speak):Neither is that good
Urbanity:Boise is more "Big city" like

Schools:Boise
Scenery: Billings IMO
Amenities: Boise
