So Miami, L.A., and San Fran are international because it has a bunch of latinos?

NYC is the only one I can see that has international flair

Has nothing to do with it being a bunch of latinos its a lifestyle. Spend significant time in Europe or South America and then significant time in a place like Miami, NYC, and anywhere else and you'll see NYC is like a European city in its layout and personality could be seen similar to a London, Frankfurt, or Berlin... but otherwise most of the world is far more laid back and not workaholics like in most of America. Miami and San Diego are much more in tune with the rest of the world as far as that is concerned.

Miami has great diversity among latinos...most cities do not. There's also a lot of Europeans and Russians there. I haven't experienced downtown much but South Beach does for sure.

San Fran has a more international flair to it than Chicago given it's on the west coast. Hard to be viewed as international by the rest of the world when you're between Wisconsin and Indiana.

NYC is probably the most international place in the world besides London.

San Francisco and the Bay Area in general is incredibly diverse on many fronts. The city itself has around around 33% foreign born residents from all over.
