I'd have to say Minneapolis. I live in San Francisco, and there is some pagan culture here, But when ever the pagan holidays come around I wish I were still In my hometown (mpls).
They are really big on pagan holidays and festivals, especially May day and Solstice in MN, For mayday they have this huge parade and then a festival at a park with a public ceremony..
Solstice they have a ritual that I've been going to ev er since I was a little kid, hey have the ritual and then a after party with a spiral dance.
They also have labrinth meditations, and there are pagan based middle schools and high schools.
Growing up there I never notice how Pagan it was there until I moved away.
Groveport Ohio is pagan-friendly. It's a well-kept secret I suppose, but there are quite a few of us here.Every place has a moron or two but for the most part we are very welcome here.
If you can afford the COL, Portland, OR has a good portion of Wiccans and Pagans. I knew a man who was a very active member of the Wiccan community when I lived there. He had a late night radio show in the 80's and 90's where he discussed Wiccan and similar topics. I have lost touch with him over the years but I believe the religion is still thriving there.

Wicca = European, White American witchcraft derived from ancient Celtic & Germanic religions
Voodoo / Santeria = African, AfroLatino, AfroCaribbean witchcraft derived from traditional West African religions.
2 different things
And no , pagan (pre-jesus) religions are not satanic , there just "different" and traditional for da most part
