Looks like it's just families under 45K. Single people basically break even or pay more.

Yes, there are hundreds of thousands of farmers that have 4 or more kids and make less than $30,000 a year living in the chicago area....

it is but there aren't as many minorities down state as there is in the chicago area. and the chicago area rules the state.

I suppose the federal tax code is even more racist because of its progressive nature, right? All them rich white people are paying 35% while the poor blacks are paying 10%. I never realized that wealthy whites were so oppressed in our society!
