That's probably exactly what the OP means when he says it's lacking in character and not where he wants to (or can afford to) live. Popularity and character are not the same thing, and to some people they could even be considered at odds with each other.

I just call the parts of Chicago which matter to the media and powers-that-be (and unfortunately carjackers and armed robbers lately) the Emerald City! That's roughly the area south of Evanston, west of the Lake, east of Western, and north of 35th, though the Western border juts out further obviously as you get into Logan Square, Humboldt Park and, slowly increasingly, in South Lawndale.

Both Little Village and East Garfield Park border the Emerald City. Perhaps that's how you should have said it.
