Yes, but in an El Niño winter, Chicago and the Great Lakes area are likely to be on the opposite side (south) of the jet stream than those areas of California getting pounded by rain. So what's going on there would likely not be the same as what goes on here.

Remember two winters ago, when we had all that "Polar Vortex" junk going on and record subzero temps? The jet stream was totally reversed then. Places like Nome, Alaska were experiencing record highs in the 50s. They were south of the jet stream and we were north of it.
